No, the deer in Ohio are just like the deer in Pa. except they are bigger and healthier due to the available food supply and the endless areas they can hide where they can't be hunted.
If not for the abundance, they would be significantly more difficult to hunt as they can easily escape and evade.
I would much rather hunt in the big open woods of Pa. where I grew up hunting and love to be. After living in Ohio since leaving the military in 1979 I had never hunted in Ohio until I bought a hunting camp 9 years ago and started to network and find huntable private land as the public hunting in Ohio is extremely limited and over hunted. It took several years for me to learn how to hunt in Ohio's tiny pockets of land and as it turns out that time frame coincided with when the hunting in Pa. went down hill.
Ohio bucks live to be old, big, and wary, due to the abundance of quality food, the health of the herd, the lay of the land, and the difficultly in harvesting them, so whoever told you that could not be any more wrong.
The reason people come to Ohio is because A) they have deer and B) they have big trophy buck. Land owners are leasing their land for big money now as Ohio becomes more and more popular, it's actually becoming a problem!
